When you decide to keep or buy a salvaged vehicle, either due to accident damage or theft of the vehicle, the California DMV treats the case as a ownership of the vehicle is going change, even though the owner may remains the same.

All braking hardware should not be missing and in a good working condition, Emergency Foot or hand brake should be working according to manufacture specification.
No signs of leakage in the hydraulic system, this includes master cylinder, (if equipped with Anti Lock system, ABS Module and pump) , wheel cylinders, calipers, valves and hoses and no cracks in hoses.
Warning Lamps and if vehicle has ABS system, They must come on when and go off when they are design.
Vehicle must be able to stop in or less than 20 feet at a speed of 25mph.
All vehicle install originally lighting component equipment must be in working order.
Headlamps (low and High beams) has to be working and aimed at manufacture specification , Tail lamps, marker lamps, back-up lamps, brake lamps( including 3rd light if equipped), license plate lamps, turn signals, high beam indicator & any and all warning lamps.
Headlamps must be amiable.
All adjusting hardware must be in good working order.
